Stealing from the Spurs GM, I have used his idea for possession differential to help determine defensive intensity of each team.  Possession differential is the sum of steals-opponent steals, blocks-opponent blocks, and opponent turnovers-turnovers.

team   tot
Cavs   6.2
Pacers   4.7
Kings   3.6
Bucks   3.4
Magic   2.8
Raptors   2.7
Trailblazers   2.5
Clippers   2.1
Celtics   2.1
Hornets   1.3
76ers   1
Supersonics   1
Wizards   0.8
Rockets   0.7
Nets   0.6
Timberwolves   0.5
Grizzlies   0.3
Hawks   0
Warriors   -0.6
Mavericks   -1.5
Lakers   -1.8
Bulls   -1.8
Spurs   -2
Suns   -2.8
Knicks   -2.8
Nuggets   -3.7
Pistons   -3.8
Heat   -6.2
Jazz   -9.9

Not really a perfect system, but, I think it does help highlight some of the differences in defense in the league.
