I had some other players I was looking at, but in the end I went BPA. I really thought this kid was a top 5 pick. His attributes are similar to Carmelo when he came into the league.

I don't know man, but computer players never change their attributes on my team as far as i know. For example, my two former first rounders who have B Pot but their attributes never change.

Attributes do change, quite frequently (both up and down).
Carmelo's changed a LOT from when I first got him (and that was after his 2nd year).
Telfair's ballhandling used to be a b+
Pavel's rebounding and defense both used to be B's.

How they're generated doesn't have any bearing on whether they change or not. Once they're drafted they're just a series of numbers, nothing more.
