Yes, that is correct.

Based on this rule in the original CBA:

This is what I wrote (had copied it earlier, so I was able to paste it here).  Seems like that's a potentially huge advantage for teams under the cap, with the ability to serve as a quasi-broker.

Well, at least a minor benefit.
But, since everyone in the past has just signed players to crazy contracts to get over the cap and use the MLE and LLE, now there is a benefit to staying under the cap.

That MLE thing has bugged me ever since this started... lol

Yeah, true. There are only usually 1-2 teams that stay under tha cap for a year.
