I'll be using this thread to notify of changes to the rules page, and announcing when additions are made.

Update to the S&T portion.
http://ssba.phillyarena.net/files/rules.htm#trade_signandtrade

Quote
Sign & Trades
Sign & Trades are allowed.  The trade must be posted in the Completed Trades Forum within 24 hours of the free agent signing being announced (Within 24 hours constitutes 24 physical hours from the signing, or the next simulation ran, whichever comes first).  The players being used under Sign and Trades can be any free agent, not just those that you have bird rights to (however, you CANNOT sign and trade players using the MLE or LLE, as they can’t be traded under those exceptions).  Other players can be combined with the signed players to form a multi-player deal, meaning that the person signed does not have to be the only outgoing player for the team.

For example:
Tomorrow a sign and trade needs to either be in by the time I run the simulation (any time after 5) or by 7:38 pm Eastern Time, whichever comes first.

Updated the Matching salary section to say 15% + $100,000, rather than just 15%.

http://ssba.phillyarena.net/files/rules.htm#trades_salary_matching

Also updated the trade checker.  Before I had added the 100k, but only when checking the maximum you can send.  Now I added it to the minimum as well.

http://ssba.phillyarena.net/files/trade_checker.xls

I believe that the trade checker should be 100% correct now.  At least I believe that for now, until I find another bug Smile

Updated the "Who Can't be Traded" section:
http://ssba.phillyarena.net/files/rules.htm#trades_who
Quote
Who Can't Be Traded: [return to top]
- Players signed for the MLE or LLE can't be traded.
- Players signed can’t be traded for 60 days, unless they are traded in a sign and trade deal.  Sign and Trade deals must be posted within 24 hours of the player being signed.  Players given extensions following the playoffs (before the draft) aren’t subject to this rule and can be traded at any time.  Players signed during the offseason can’t be traded until the date pursuant to the chart below.
- Players acquired in a trade can’t be traded until 60 days have passed, except when they are the only person being sent out by that team in the trade.
- Players cannot be traded back to one of their prior teams until 60 days have passed since they were traded from that team.

This is done to prevent trading one player to a team as part of a multi-team trade, then trading that player back in a 1-1 deal for a player who couldn't have been traded.

As seen in this trade:

Updated the tanking criteria:
http://ssba.phillyarena.net/files/rules.htm#tank_criteria

Here are some of the guidelines we will take into consideration when making the determination if you are tanking.

- Are you trying to determine how much you can get from other pieces. If so, this is a valid roster move.
- Are you trying to determine the worth of younger players. In combination with these first two factors, which again constitutes a valid roster move. Trying to determine what contribution you can get from a guy with C, D scoring isn't going to fly, as you know they'll never be starters material with those ratings. Again, this is a judgement call.
- Are you routinely benching/placing on IR people whom regarly played 30 mpg or more before this and who do not have current injuries. This would be a sign of tanking.
- Are you trying to give playing time to players whom you are looking to increase trade value for?  If so, this does not constitute tanking.
- Are you trying to protect a player from injury prior to a playoff run?  Doing so is not considered tanking.

FA Extension Period.

http://ssba.phillyarena.net/files/rules.htm#fa_endofyear

End of Year Extensions

The decisions on extending your current free agents will be due, via private message, to me on the day indicated on the calendar. Here's how it works.

Players interested in extensions will submit you an offer. You either accept or decline the offer, there is no negotiation. If you accept the offer, they are signed to that contract, if you decline the offer, they become unrestricted free agents (bird rules still apply for what contract you can offer).

Only players who have 3+ bird years will be able to be extended.  Players with less than 3 bird years can be re-signed after the draft in the free agency period.

I will be sending you your decisions via PM's. Reply with which ones you accept.

If you don't respond by 5pm, on the day indicated on the calendar, all of your free agents will enter free agency.

Players whose extensions are accepted can be traded at any time, and aren’t subject to the 60 day rule.

Added:
How Draft Order is Determined
http://ssba.phillyarena.net/files/rules.htm#draft_determined
Quote
How Draft Order is Determined

The top 3 picks are determined by a lottery in which all non-playoff teams have a chance to get one of the top 3 picks, teams with worse records get more of a chance.  After the top 3 picks are determined, picks 4-13 are given to the remaining non-playoff teams in reverse order or record, worst remaining record getting the 4th pick and so-on.  Picks 14-28 are determined by record of the playoff teams, teams with the worst record getting the better pick.  Pick 29 goes to the SSBA Finals winner.

Added the new bit about having the option of the 2nd year of 2nd round contracts:
http://ssba.phillyarena.net/files/rules.htm#draft_salary_2nd
Quote
*NOTE* As of the 2009 SSBA Draft, you will have the choice of changing the 2nd year salary from $465,850 to $3,750,000 for 2nd round picks.  You must make this decision at the time you draft the player by specifying it in the PM you give me when making your selection.  The reasoning for this is to give you a better chance of re-signing them once their contracts are up.  More information can be found at this thread: http://www.phillyarena.net/forum/viewtopic.php?t=1906

Addition to the 60 day trade rule exception:
http://ssba.phillyarena.net/files/rules.htm#trades_who
Quote
- Players acquired in a trade have a trade restriction where they can’t be traded until 60 days have passed, unless one of the following two conditions are true:
1) They (the acquired player being re-traded) are the only person being sent out by their team in the trade.
2)  The team trading that player (the acquired player being re-traded) is under the salary cap.

This rule was added due to a request from a GM who pointed out that this was the rule in the nba, via Larry Coon's FAQ.

Cutting Player/Waiver changed:
http://ssba.phillyarena.net/files/rules.htm#fa_waivers
Quote
Waivers
After having cut a player, the cutting team is unable to sign him for 24 hours.  This is to give the rest of the league first chance to sign him.  If he hasn’t been signed for 24 hours since he was released, the team that released him may sign him once again.

If a player is cut as a result of a trade, no team involved in the trade (either team who traded the cut player, team who received the player, or any other parties involved in the trade who never controlled the player) can sign that player for a period of 24 hours after the trade has occurred.
