As it stands right now, I will have $9, 809, 610 in cap space next year.

However, the big 4, if they reach FA, could and should command maximium contracts.

A max contract for a younger player starts at 10,625,000. Could I offer this contract, or would I have to offer 9,809,610 with max raises?

If he's not being resigned, then you can only offer him what you have, which would be the 9.8 million or whatever, with 10% raises.  Plus, don't forget to factor in the money for draft picks, because free agency occurs after the draft.
