I was wondering what the minimum amount of players you must have on your team is? Right now I have 11 players and am over the cap and have spent my MLE and LLE, so If I'm under the minimum I was wondering how I sign another player?

the minimum amount is 12 players.

and all teams can sign players to minimum contracts.  that's why it's listed under exceptions.

You can use this an unlimited # of times in a season.
