how did the spurs sign tuttle to a 2 year contract with being over the hard cap and having no bird years? i always thought you can only offer 1 year deals???

Spurs aren't over the hard cap.

And you can sign minimum players to two year deals, but the only stipulation is the contract for the 2nd year can't be less than the minimum allowed based on experience, which it often is because the raises aren't enough.
