You can only offer that contract to people whom you had signed (on your team) to the MLE the prior year.

For example, the Bulls had Etan Thomas signed for the MLE last year.  This year in free agency he can offer the deal listed in prior posts.

If the guy wasn't signed to your team before, you have to use the MLE.

doesn't have to be 6 years.  You can offer him a 2 year deal starting at 5.4 million.
