first it is pretty impossible to make such a lineup because some of the teams have changed their gms
but based on wins and some other considerations:
NETS CLIPPERS HORNETS (one of only 2 who never missed POs) RAPTORS PACERS( i never missed POs also but the previous gm did it)
WARRIORS(great rebuild) KINGS JAZZ(the second who never missed POs should be higher because he is the only one who repeat his title) MAVS GRIZZ

wtf?? Haha...you're joking? It has nothing to with position. The list is in no particular order. Just name 5 best GM's from the second time this league started + bench (honored mentions). btw Since you're under 6'0 i doubt i would want you to be my starting SF

I think the Warriors should replace me in the starting 5. Most of my success has come with luck: the development of Livingston and some other players (Swift, Sura). If I had still had Baron Davis when I had both Deng and Childress, then I would have never traded for Livingston because I would have had no need for him. I turned Deng and Magloire into Ben Wallace. I turned Vince Keogan and a top 5 pick into Dan Gadzuric and Vlad Radman. Sura was like the 25th pick in the draft. I can't remember how many guys I had in front of him on my draft sheet, but I expected him to be a roster filler, nothing more; somehow he turned into a highly rated pg. Swift I actually did expect to improve based on his improvement over the years. Still, we all know potential is based on luck in the TCs. All in all, with everything that's fallen in my lap, I'd say I'm not a very good GM.

Hey, we have all had some either good or bad luck, no doubt about that. I know I have had plenty as well (Ruffin and Hinrich are excellent examples )

Was it that amazing? I honestly don't remember. I think he ended up going back closer to where he started at.
1st year: 14.6 ppg, 10.1 rpg, 3.2 bpg, 44.7% shooting 2nd year: 11.2 ppg, 10.3 rpg, 3.6 bpg, 42.6% shooting (1st year with me) last year: 6.9 ppg, 9.6 rpg, 3.0 bpg, 37.9% shooting.
Now, obviously a big part of that was who he played with (i.e. Emeka chewing up all the rebounds, but he hasn't improved quite as much as I had hoped.
But yeah, TC is all about luck. You could run it 20 times and get 20 different results.

In 2006, Sammy was C+/D+/D-/A/B. By 2008, Sammy was C+/D+/D/A+/A- That was a pretty big jump for a C potential player... Not sure what he was in 2005, though... Ruffin's explosion has been my best lucky experience so far

Earl Boykins was luck. He vaulted into the elite PG realm, out of nowhere, with a C potential.
