On the computer I normally use, the old banner up top remains there, but I see that on another computer that I sometimes use, the new banner by the BullsGM is there. What do I do again to have the new banner appear on my computer?

Clear your computer cache.
In IE:
Tools | Internet Options | Delete files
In FireFox:
Tools | Options | Privacy | History -> Clear
