Tanking Rules Updated

Since it was necessary to have 4 DC's in a season for any real penalty on tanking, I have updated the rules where if your Sim 11 or Sim 12 DC is considered tanking, that can carry over to next years total.  Realistically these are the Sim's where tanking will be most prevelant, and previously there was no real incentive not to.  DC's marked as tanking this year will not be carried over, it will start next year.
