The Raptors signed Lovelette for a salary starting at $649,020. I can't figure out how he was able to offer that amount. Lovelette has 2 years experience so all Raptors (who are over the cap) could offer was 120% of prior year salary. Prior salary was $465,850..... 120% of that is $559,020.

Nice catch.
Which just alerts me to a new rule (thanks heavyreign for documenting this thing so well, RE: there being no documentation).
If you have 1+ bird years on a player, and are over the cap, you can actually offer up to 120% of this years minimum salary based on experience, or 120% if his last years contract, whichever is greater.
minimum salary for a guy with 2 years experience would be 540,850. Since the Raptors had his bird years (but not yet 3), he could offer him 120% of that, which is $649,020 (greater than 120% of 465,850 which would have been 559,020).

I just wanted to sign him to a max contract, and that's what I did.

So teams over the cap DO have an advantage in resigning their second round picks.
