Yeah, that's generally how it works. Teams that are winning are willing to sacrifice their cap. Teams that are losing value cap space more.
Most of your offers will be from contending teams.

Without dumping Mike Miller as well any of my moves doesn't have sense for me. Even without him, i wouldn't have enough cap to completely fill all of my needs. And that's all off course, under assumption, that 3 or 4 big FA's will sign for me this off season. So, yeah, you can say, i'm screwed big time. But i have to try and have some fresh start, i'm tired of mediocricy.
