Banner question

Isn't their a phpBB code wherein you can do something like this...

wherein, for example he has this certain sig and if you hit refresh, a different sig comes out...

do you think we could do this with the top 3 banner that will get the most votes so that we'll have variations of banners on our boards, perhaps?
