Bird's ratings are great. Like I've said before, it's a shame that you can't keep 2nd rounders after two seasons. When you get a good one, like Bird here, you are just like every other team trying to sign him in free agency. So, it sucks...
No its even WORSE. Like in the NBA you are allowed to offer your OWN free agents only a maximum starting salary of 120% of LAST YEARS salary. So that means, SpursGM is only allowed to offer Bird a starting sal of $ 559.020. I mean that's a joke for such a player. I have no idea if this is valid too if you let this player officially enter FA, but since, as long as noone else signs that player he's basically YOUR FA, I doubt it very much. Under these circumstances, the earlier request, i believe from HawksGM, to add a 3rd year on 2nd round contracts upon request really makes sense ... [/quote] wasn't me, but i do remember reading on a post that someone requested that

Unless you will be under the cap, you cannot re-sign him during the"re-signing period". If you're over the cap, you need bird rights. Meaning 3 or more bird years. Which 2nd rounders don't have. So...
EXACTLY ! If you happen to be UNDER the cap (which SpursGM likely will be) he can only offer 500+k to BIRD and not a penny more. No LLE, no MLE. And after you invested time and energy in a proper "education" for that guy, that sucks ...

been a nice offensive surprise when I was really hurting for points, doesn't really fill the rest of the box score up, but plays consistent and shoots very well from the field and three. I would like to see his blocks improve, 6'8" and now backing my SG and still not getting any blocks.

And you do not offers in the first free agency period, they make offers to you. So Bird could only offer a 500,000 contract... The team does not make offers at that time And, the MLE here is a little screwey... If, at any time in free agency, you go over your cap by signing someone, you automatically get the MLE and LLE.

Harpring has been my 2nd best player this year, improving nicely in training camp (despite the F potential), and averaging nearly a double double in 27 minutes to go with a Top 10 standing in blocks per game.

And after you invested time and energy in a proper "education" for that guy, that sucks ... Erm...where are you getting this, CelticsGM? Certainly not our rules page. From the Rules Page: Re-signing your own free agents (less than 3 bird years): Max Length: 6 years Max Raises: 10% of first years salary Max Starting Salary: 120% of previous years salary, or amount of cap space you have (not higher than the maximum allowed based on experience, as listed in table below), whichever’s higher. What CavsGM was talking about was during the re-signing period. Obviously you can't give the MLE and the LLE to a player before free agency starts....
