During the off season when do I have to cut enough players to get my roster down to 15? For example if I have 8 players under contract, resign 2 of my free agents and draft 7 players when do I cut two players?
Before the draft?
Before free agent signings?
After training camp?

You can never have more than 15 players on your roster at any time. So if you enter the draft with 3 picks, and have 13 players on roster, you need to cut someone.

And if you have 15 players and a draft pick left and you don't cut a player that draft pick is "forfeited," and the next team will select...

Hornets is right you'll forfeite the pick if you don't cut a player. It happended in one of my league, that guy has the 9th overall pick and he didn't cut anyone.

Resign your free agents Draft Sign other team's free agents
or does the draft come first?
If the draft is first; do you have the opportunity to cut players including draft picks before resigning your own free agents?

Offers by upcoming free agents are made at the end of the regular season. Decisions are due after the playoffs. We then go to the draft, then free agency.
Does this still hold true, or will those offers be made after the playoffs?

At what point is it determined which teams have the MLE & LLE? Before or after resigning your own free agents? In the real NBA free agents hold a cap cost until you resign them or renounce them.
For example if I have $10 mil in cap space but resign 2 of my own free agents for that $10 mil; do I get the MLE & LLE?

1 day.
The regular season ended on day 120. The playoffs begin on day 122 in the sim.
There are breaks inbetween the games. Essentially, travel days. So there are breaks after game 2 of a series, after game 4 of a series, then i believe after games 5 and 6 and 7 as well.
So I think Odom will miss 2 games.
