and all teams can sign players to minimum contracts. that's why it's listed under exceptions. You can use this an unlimited # of times in a season. From the rules page: Quote Exceptions There are 3 exceptions that can be used for teams over the salary cap (or teams under the salary cap by less than these exceptions, individually, are worth). |
